Republicans introduce constitutional amendment to impose term limits
Republicans in Congress, led by US Senator Ted Cruz (R-Texas), introduced a joint motion proposing a constitution amendment to limit the term of Congress members.
The amendment would limit U.S. Senators to a maximum of two six-year term and U.S. House Members to a maximum of three two-year term. The two-page document states that the amendment will go into effect after it is passed by Congress, ratified by states and approved by the United States.
After a member has served three terms in the U.S. House, they will not be eligible for reelection. After two terms in the U.S. Senate, a senator is no longer eligible for election or appointment.
Cruz, who has just been reelected for his third term as senator, stated that “term limits are crucial to fixing the problems in Washington, D.C.” “The Founding fathers envisaged a government made up of citizen legislators, who would serve a few terms and then return home. Not a government run solely by special interests or politicians who are permanently entrenched and who take advantage of Washington’s brokenness to govern in an unaccountable manner. Term limits will bring accountability that has been long overdue. “I urge my colleagues that this amendment be sent to the states to ensure it is quickly ratified, and becomes a constitutional amendment.”

The joint resolution is co-sponsored by Republican Senators Mike Lee of Utah and Rick Scott of Florida. Also, Todd Young from Indiana, Steve Daines from Montana, Cynthia Lummis from Wyoming, Bill Hagerty in Tennessee, Eric Schmitt, Roger Marshall, Katie Britt, Alabama, Jim Banks, Indiana, and Rand Paul, Kentucky.
Ralph Norman, R.-SC, US Rep., introduced a companion resolution to the US House. Norman stated that elected office should be a privilege for public service and not a choice of career. “Those of us who are in Congress should serve for a period of time, and then go home to live by the laws that we passed.”
Cruz had previously proposed resolutions proposing a Constitutional Amendment imposing term limits for 2017, 2019, 2021 and 2023.
The Center Square reported that Cruz also proposed amending the Constitution to end so-called “birthright citizenship”.
Amending the US Constitution will not be a simple task.
The U.S. Senate and the U.S. House must vote with a majority of two thirds. In the constitution, the president is not involved in this process. The amendment has to be ratified in three-fourths, or 38 of 50 states.
A constitutional convention can also be called by the two-thirds majority of state legislatures. It has never been done. Congress passed all 27 Constitutional amendments and the states ratified them. The Constitution was amended last in 1992.
