CBO: Obamacare overhaul bill would reduce care for ‘millions,’ shrink deficit by $133 billion

by Robert King
September 26, 2017

An Obamacare overhaul bill would reduce the federal spending by $133 billion over the next decade, according to a score from the Congressional Budget Office and Joint Committee on Taxation released Monday.

The report also found, however, that millions of people could lose comprehensive health insurance that covers high-cost medical events over the same period. “That number could vary widely depending on how states implemented the legislation, although the direction of the effect is clear,” CBO said.

The score does not include information about some of the legislation’s most recent changes, and the scorekeeping agencies said they would need several weeks to estimate what the effect of the legislation on the deficit, health insurance coverage and premiums.

The bill, known as Graham-Cassidy, was introduced by Republican Sens. Lindsey Graham of South Carolina, Bill Cassidy of Louisiana, Dean Heller of Nevada, and Ron Johnson of Wisconsin. It would divert $1.2 trillion in revenue from Obamacare to states to craft their own healthcare systems and would give them funding through block grants. The funds would be distributed from 2020 to 2026 and would need to be re-authorized by Congress.

If these politicans had to be on the same health care plan like the rest of us, I bet they would make it to be with minimum cost, cover all pre-existing conditions and probably even pay for travel to the doctor’s office.

I suspect that you kept chanting “Repeal, Repeal”, for the last six years of the Obama Administration, just to try and earn brownie points with the voters. According to Senator Cornyn, there was no intention of doing any such thing. I think Trump winning the White House caught all of you flat footed because you expected a Hillary win. Now you are running around like chickens with their heads cut off.

Can’t you, in the House and Senate, get it through your thick boneheaded RINO skulls that Trump and most of your fellow Republicans were elected and/or reelected to repeal Obamacare? Not try to fix it or amend it. The two biggest campaign promises by Trump and you Republicans in Congress, was the repeal of Obamacare and the construction of the border wall. Neither has been completed or really started yet. Seems to me that the Democrats are working to block or stonewall it and let you Republicans continue to fight among yourselves. We voters did not vote for a watered down, quick fix, throw together, doctored up, Obamacare band-aid that you will, most likely, exempt yourselves from. Starting to look like the promise to repeal is turning into a barefaced lie.

If you in the GOP were sincere, you would have started working on a replacement to Obamacare after the election in November. You also could have worked on it for the last six years. You obviously didn’t do either. You will need to come up with something quick, that makes sense. You should also try to get some Democrats on board. What ever you do, you should get it done by this time next year if you want any hope of keeping the White House and control of Congress.

As much as I hate to say it, a conservative Majority in Congress is a joke. The Liberals never lost control of Congress. All that you RINOs have done is to join with Democrats against Trump at every turn. Now your true liberal colors are showing. You have done everything to disappoint me and nothing to impress me. You work hard. I will give you that. You are working hard to make sure that two of the biggest campaign promises of 2016 will not be kept.

Remember when George H. W. Bush said “Read my lips” in 1988? We all know what happened in 1992 as a result of that broken promise. This time you weren’t even smart enough to put it all on Trump like Congress did to Bush in 1992. I hope you all lose your State Primaries next year by the biggest land slide your states have ever seen.

Before anything can be done on overhauling healthcare the Republican Party needs to be overhauled now. The Rino Leadership useless. They can’t lead and don’t know when or how to get out of the way. They can no longer accuse Obama about lying to the American People.
“When we lie to the government it is a felony, when politicians lie to us it is called politics”

    2. metheoldsarge says:

I hope the recent actions of RINOs, like McConnell and Ryan, and now a new development by Trump, do not make voters vote Democrat. We need to send those old career politicians, from both parties, into forced retirement. Should that mean replacing them with the other party? If course not! What this country has been caught in is a good old fashioned rut. One party makes all kinds of promises. When they get elected they go back to business as usual. The voters get mad and vote in the other party. Again we get business as usual. What they all fail to realize is that you can’t keep doing the same thing and expect different results.

Flake and a few Senate RINOs and every RINO in the House is up for reelection next year. Get them in the primaries. By encouraging new candidates to run against the incumbents in the Primaries, you can vote against the incumbent without having to sacrifice party loyalty. That is what happened to Arlin Specter, Tom Foley and Eric Cantor. They didn’t lose their seats to the other party in the General Election. They lost them in the Primaries. It happened then, and it can happen again.

Last year the primary tool was attempted against Ryan in Wisconsin and Schultz in Florida. Although it wasn’t successful, it could be an indication that the primary idea is starting to catch on. Indications are that it may be attempted again in Wisconsin against Ryan. Perhaps if a lot more voters and potential candidates started using the primary tool, we may not even need term limits. In my opinion the Primaries can be more important than the General Election.

I’m not saying anything new that I haven’t said numerous times before. Just saying the things that should be said over and over by a lot more people. I hope the primary idea catches on across the entire country. The primary tool can even work against the President. The Electoral College may be able to pick the President in spite of the popular vote but they have no say in the primaries. I say re-elect no one. Fire them all.

  • ggrdr05 says:

when has the cbo ever been right on anything???? get rid of them

  • Dan says:

Why doesn’t the CBO release the numbers on how many people didn’t have insurance in 2009 and how many did? And then release the numbers on how many today have insurance and how many don’t. Obamacare aka “affordable care act” has never been affordable and only helps the poor. It’s a mess and it’s bankrupting middle class Americans that earn just enough where they don’t get a subsidy. i.e. small business owners and those that don’t get insurance from their employer.

    1. Mike N says:

      Very well put.

  • astrojohn says:

“… millions of people could lose comprehensive health insurance…” More BS from the establishment. Those who MIGHT lose coverage are probably paying the fines now. Obamacare deductibles, notwithstanding the companies pulling out of states, are the issue. Those poor fools who actually need coverage are being scammed by the Democrats and RINOs, as usual.

  • Ramon1710 . says:

The CBO has an incredible record of inaccuracy. It pretends to be non-partisan, but like most leftists, lies badly about its intentions. Trust it as much as you would trust information from a Clinton or an Obama.

  • Rock says:

The government should have NEVER gotten into “covering healthcare”. If anything they should have stopped the gouging of patients by doctors and hospitals. The days of the $20.00 Tylenol or $10.00 BandAid should have been dealt with along with the 1000% markups for surgeries. THAT is where the problem was AND STILL IS. Obamacare ruined the ENTIRE healthcare system and existing doctor patient dealing. The uninsured could still get treatment before Obamas forced commiecare…

  • Leslie Woodhull says:

Good! ANYTHING to get rid of CLOWNCART care!! Actually, I want what I had before I ever heard of that miserable jackass Obama!!! GIVE ME BACK WHAT I HAD IN 2007!!!

  • joleenworden says:

It is pathetic that the leftists keep saying millions of people would “lose insurance or lose care”, when the correct statement is that millions of young people do not want to pay for insurance policies they do not need or if they do they want less expensive catastrophic coverage. So of course millions of people will become uninsured by choice. The error in Obama’s original thinking was that he could and should force people to buy something they did not want. But Obamacare is so flawed that the costs spiraled out of control and many people would rather pay the penalty than buy costly insurance. It is time for Republicans to honor their campaign promises and repeal Obamacare. We do not need a replacement as Medicaid already exists for those who are truly needy. Government does not have any Constitutional right to dictate the purchase of Insurance in the first place.

    1. Pete says:

There is simply no way the CBO or anyone else can “estimate” what a change to block grants would do. It is not even possible for a partizan bunch like that do anything remotely honest.

      1. PatriotGal says:

Precisely – yet, they claim Medicaid would be reduced. However, the same monies from the unaffordable OWEbamaTAX plan would be block granted TO states to INCREASE Medicaid. For a supposed non partisan group, they are extremely partisan and ALWAYS WRONG!!!

  • bobnstuff says:

Now that the last bill has died maybe the congress will finally get started on a overhaul of the healthcare system. No more bill just to pass a bill but real healthcare reform. Repeal and replace with something better. Isn’t that what Trump ran on. Healthcare for all and the government will pay for it. He said it. Maybe a system like the one Australia has that he likes, he said that to. Maybe if we got rid of the hospitals $15 aspirin and $10 band-aid the costs would come down. Maybe even stop paying $20,000 per day to stay in a hospital. How about letting us pay the same for our prescriptions as the rest of the world does. We could even fix the education system so doctors didn’t start out $150,000 in debt.

    1. gvette says:

Part of the reason doctors have to charge so much is, their malpractice insurance they have to have.

      1. bobnstuff says:

Between the insurance and the cost of becoming a doctor it’s amazing we have as many as we do. It’s just another thing that needs fixing. I believe a doctor should be held accountable for their mistakes but there has to be a better way then we now have. Between the insurance companies and the lawyers far less then half the money paid for that insurance ever gets to the people that were injured. If doctors only had to pay 50% of the money they pay now in a fund with an arbitrator to pay claims costs would come down and no one would get one penny less. I bet they could cut your bill by at least 20% and not loss a dime by doing it. That’s just one idea off the top of my head, I’m sure there are other ones out there.

        1. gvette says:

For once Bob, I can agree with you!

          1. bobnstuff says:

I think medical school should be like the service academy, we give people an education and then they give a a set number of years service in return. In the long run it would save the country money and I think give us better doctors. In thinking about it what would happen if the healthcare industry was run like the military, it couldn’t be any worse then it is today. Just a though of the top of my head once again.

          2. Retired says:

That is already there and has been for decades ,it is called join the military and become a Dr.

          3. bobnstuff says:

There are a lot of people that don’t want to be part of the military but have no problems serving people. A friend of mine did get his medical degree from the military, Coast Guard Academy.

          4. gvette says:

            Well Bob, that could work.

        2. Retired says:

That is only part of the problem , the younger generation does not want to put the time involved being a Dr. . Ask a NP or PA why they did not become a Dr. as they are most of the way there . I have , it’s called I go home after my Hrs. and the rest of the day is mine .Today people do not want to work long Hrs. and want top pay right out of School .

          1. bobnstuff says:

I read a study that pointed out that all those long hours a doctor puts in in fact hurts the quality of healthcare. Tired doctors make mistakes. There is no good reason to work doctors to death except that’s how it has always been done. There are a lot of problem with our healthcare system and not all of them are about cost. The AMA has some real problems. They have created a business model that is self serving and out of date. It’s the AMA that limits the number of people that become doctors. By limiting the supply of doctors they keep the pay scale up. We import doctors to fill the shortage created by the AMA.

      2. Retired says:

That started in the late 70s when Dr. had to sell themselves to hospitals because of the High cost ,that or limit their practice to do only certain type of service .

    2. Retired says:

Where have you been sleeping , Congress has no intentions of accomplishing anything since Hillary did not win .They have already set a limited schedule for 2018 and if more democrats lose seats it will continue through 2020 . there are not enough Rinos up for reelection .

  • Webb says:

CBO… $133 billion reduced over 10 years, Really.
Lets face facts, Congress regardless of who is in Charge, The N/Debt will never be addressed…
As for Obamacare, seven years to be ready to repeal, even some parts, has been only a sham for Votes!
As one who has supported Republicans for years…No More, 2018 and 2020 will be a time to watch Not Vote!
    Fed Up…★☆★

    1. Pete says:

Please do not stay home on election day, that is exactly how we got into the mess we now have in Washington. Vote for the individual candidate, but please NEVER, NEVER vote for a political party, neither one of them is your friend.
Most politicians are attorneys. Law school teaches (among other things) verbal methods to circumvent facts in order to convince courts to rule in their favor. A Lawyer friend of mine (in a weaker moment) once told me; “Pete, Don’t ever completely trust any attorney, Not even me”. That is who makes up our government, The state of Kansas has restrictions on attorneys making state laws. Their cost of government is considerably less than that of the states around them. Obviously that idea is a good one.

      1. Webb says:

I agree neither party is our friend…
I am old school, Bottom line, I care less when politicians talk about deficit…
We were promised for the last seven years, Repeal. I realize the Senate can only do so much but as a voter, I expected Republicans to step Up. My hope was repeal of the Mandate and the Employer tax which would have been a simple vote.
        Yet here we are…Zip!!
We had show votes in The Senate before…They Are Gutless!
