WASHINGTON â€” Watch for the Democratic-drawn Illinois congressional map â€” the one that screws Republicans passed by the Illinois Senate Tuesday â€” to be challenged in federal court by the GOP or a front group representing their interests.
The potential basis for a legal challenge:Â A second Hispanic district should have been created and not doing so violated civil rights provisions in the Voting Rights Act.
How does this help the Illinois GOP members of Congress, since a second Hispanic district would likely elect a Democrat?Â It would force the redrawing of district lines â€” and a court ordered map, the reasoning goes, could not be worse than the partisan, gerrymandered plus Democratic map.
With eight of the 11 GOP Illinois incumbents facing major choices of where to run in the lousy map, what may they likely do?
Hereâ€™s what I have been hearing for 2012:
â€ Rep. Adam Kinzinger (R-Ill.) may run from a northern Illinois district, in territory now represented by Rep. Don Manzullo. Will Manzullo retire?
â€ Rep. Judy Biggert (R-Ill.) may do well anchoring herself in the new 11th District. Former Rep. Bill Foster (D-Ill.) who in 2010 lost a re-election bid in the present 14th district on Tuesday said he will run from the new 11th.
â€ Rep. Bob Dold (R-Ill.), who represents the present 10th District, has little choice but to stay in the new 10th, enriched with more Democratic turf.
â€ Rep. Joe Walsh (R-Ill.) at present in the 8th District under the Democratic map likely would run from the new 14th District, and be pitted in a primary against present 14th DistrictRep. Randy Hultgren (R-Ill.)
â€ The three best Illinois GOP districts: Rep. Peter Roskam, Rep. Tim Johnson, Rep. Aaron Schock.
