With a new warning that strife-tornÂ SyriaÂ confronts a â€œcatastrophicâ€ fate, theÂ United NationsÂ said Wednesday it will convene an emergency session Saturday in a bid to salvage a faltering, U.N.-brokered peace plan that has failed to halt the nationâ€™s slide toward civil war.
USÂ Secretary of State Hillary Rodham ClintonÂ agreed to participate in the â€œAction Group forÂ Syriaâ€ meeting inGenevaÂ after specialÂ USÂ envoyÂ Kofi AnnanÂ excludedIran,Â Washingtonâ€™s arch-enemy and a stalwart ally ofSyrian President Bashar Assad. British officials also welcomed the Annan plan andÂ Foreign Secretary William HagueÂ announced he would attend the Saturday session.
The top US diplomat said Annan had devised a â€œpolitical transition road mapâ€ that provides some hope for resolving the bloody conflict that is escalating into an unchecked cycle of sectarian murders, kidnappings and atrocities by both sides, according to a newÂ U.N. report.
â€œThe situation on the ground is dangerously and quickly deteriorating,â€ theÂ U.N. Human Rights Councilwrote. â€œFurther militarization of the crisis will be catastrophic.â€
Details of Annanâ€™s new â€œroad mapâ€ were not disclosed. Ministers meeting in Geneva will be tasked with agreeing on â€œguidelines and principles for a Syrian-led political transition,â€ said a statement from Annanâ€™s office. But Clinton clearly endorsed the approach as an improvement on the special envoyâ€™s failed entreaties to Assad to take â€œbold stepsâ€ to implement a U.N.-brokered six-point peace plan.
US officials have insisted on a â€œpolitical transitionâ€ mandate, a phrase that does not appear in Annanâ€™s original six-point plan. Clinton said she had personally spoken with Annan three times in the past 24 hours.
