Trump Administration Clashes with Maine Over Transgender Athlete Policy
The ongoing dispute between the Trump administration and the state of Maine, led by Democrats, centers on the participation of transgender students in high school sports and the enforcement of Title IX anti-discrimination laws. This conflict escalated when Maine officials filed a lawsuit against President Donald Trump’s administration on Monday, aiming to prevent the federal government from withholding funds due to the state’s policies on transgender athletes.
Maine’s Legal Action Against Federal Funding Freeze
U.S. Secretary of Agriculture Brooke Rollins announced earlier this month that the U.S. Department of Agriculture would be pausing certain funds intended for Maine’s educational programs. This decision was justified by what Rollins termed as Maine’s non-compliance with Title IX regulations. In response, Maine Attorney General Aaron Frey initiated a lawsuit in federal court, arguing that the suspension of funds, which are crucial for feeding children, was unlawful. Frey’s legal challenge seeks a temporary restraining order to stop the USDA from withholding the funds pending a court hearing.
In a public statement, Frey expressed his determination to uphold the law, stating, “The president and his Cabinet secretaries do not make the law and they are not above the law, and this action is necessary to remind the president that Maine will not be bullied into violating the law.”
Impact on Maine’s Nutritional Programs
The funding halt has currently blocked access to several sources of funding for Maine’s Department of Education’s child nutrition program. These funds are essential for providing meals to children in schools, childcare centers, after-school programs, and also support disabled adults in congregate settings. According to the lawsuit, the child nutrition program was expecting to receive significant funding, including more than $1.8 million for the current fiscal year and about $3 million for summer meal programs.
USDA’s Stance on Funding and Compliance

In a letter to Maine Governor Janet Mills dated April 2, Rollins emphasized that Maine could not expect to continue receiving federal funds while allegedly violating federal anti-discrimination laws. She clarified, “In order to continue to receive taxpayer dollars from USDA, the state of Maine must demonstrate compliance with Title IX’s protection of female student athletes from having to compete with or against or having to appear unclothed before males.”
Escalating Tensions and Threats of Further Funding Cuts
The tension between the Trump administration and Maine has been building since February when President Trump threatened to withdraw further funding from Maine if the state did not align with his executive order that bars transgender athletes from sports. During a meeting at the White House, Governor Mills responded defiantly to the president, indicating Maine’s willingness to challenge the order in court. The Trump administration has since reiterated its threat to cancel more federal funding if Maine does not comply with the policy to bar transgender athletes from sports participation soon.
