House Speaker Mike Johnson argues for the SAVE Act with a 22-page memorandum to House Republicans.

Fox News Digital learned that House GOP leaders will take up a measure to enhance protections against voting by non-citizens sometime in July.

House Speaker Mike Johnson (R-La.) circulated a memo in his House GOP Conference, obtained by Fox News Digital. The memo argues that the Safeguard American Voter Eligibility Act is needed. Congress will be on break for Independence Day after this Friday. They return July 8th.

Johnson presented the bill that was originally proposed by Rep. Chip Roy (R-Texas) at a high-profile Mar-a-Lago press conference earlier this year.

The report, which is 22 pages long, argues that there is “irrefutable proof” that non-citizens voted illegally during U.S. election. It blames the 1993 National Voter Registration Act.

The NVRA doesn’t require that states ask for proofs of citizenship to register an individual to vote at federal elections. NVRA instead relies on the individuals to merely affirm they are a US citizen and eligible for voting. The memo states that in 44 states, if a person completes and signs the universal NVRA (Form) then federal law requires the state to register the individual to vote.

Johnson’s document also argues the Biden administration border policies have exacerbated this issue by making it easier for more people enter the U.S. illegally.

It reads: “The Biden Administration’s efforts to dismantle the border security and related policies have allowed millions of aliens enter the country, violating our immigration laws and exploiting a system to get [a Social Security Number],”

The article also mentions reports that some states, such as Massachusetts, Virginia and Ohio have recently removed non-citizens off their voter lists.

The memo states that Virginia has removed 1,500 voters from its voter list since May 2023 because of “non-citizenship”. Citing a report by the Electoral Process Education Corp., it said 335 people had voted in Virginia elections over the past four years.

The document states that “earlier this year in Massachusetts, Boston Election Department Officials disclosed to the Public Interest Legal Foundation, that the city has removed 70 non-citizens” from the city’s voting rolls.

The memo also states that Ohio’s Republican Secretary State ordered the removal of over 130 voters from the state voter rolls. “Ohio Law imposes very high standards before a county election board can remove someone due to their noncitizenship.”

Democrats have criticised the SAVE Act, claiming that it was unnecessary as it is illegal for non-citizens vote in federal elections.

It is important to note that the timing of this vote, which will take place next month, comes less than six months after Trump’s rematch in the White House with President Biden.

The Democrat-controlled Senate is unlikely to take up the bill, even if it passes.

Johnson told Trump in Palm Beach, Florida in April: “I will announce today, standing with President Trump, that we will do all we can to ensure free and fair voting in this country.”
