Two Florida teachers union leaders have been indicted for fraud and conspiracy. They are accused of stealing over $2 million from their union members.

On Monday, the indictment was unveiled against Terrie Brady who was the president of Duval Teachers United and Ruby George who was its executive vice president.

Brady, 69 and George, 80, could spend decades in prison for the charges. These include conspiracy to commit fraud by wire, eight counts of aiding abetting fraud by wire, and three counts aiding abetting fraud through mail.

Indictment: The two women are accused of defrauding the union of over $1.2 million between 2013 and 2022. This was done in part by claiming more vacation time that they actually had. The indictment claims that the two women teamed up to sign each other’s union check for fraudulent payments of vacation time and bonus payments.

Brady was also accused of two counts of money-laundering for allegedly paying off a personal American Express debt with nearly $44,000.

Indictment: The women then submitted false documentation to an auditor for a union, it was claimed.

Agents from the Internal Revenue Service and FBI raided the union headquarters in San Marco, California in September 2023. This led to confusion and speculation. Agents were seen carrying computers, bags and boxes containing financial documents from the building.

Brady and George, who had led the union for over 24 years, resigned a few weeks later. They said they wanted to spend time with their family.

Brady complained in 2023 about Florida Republican Governor Ron DeSantis attempting to impose financial transparency requirements for unions.

Brady stated, “We believe we are pretty transparent about the work we do.”

DeSantis accused the unions as being too politicized and promised a better salary for teachers, and a ceiling on salaries of union officials.

DeSantis stated at the time that “having partisan groups get special privileges, for deductions, and all this other stuff doesn’t work.”

Duval Teachers United represents approximately 13,000 teachers, other school staff and administrators in the Jacksonville region. The local union is affiliated both with the American Federation of Teachers and the National Education Association.

The union earns about $5 million a year.

Brady was awarded a lifetime achievement prize in 2022 by the Florida Education Association for his “long record of excellent leadership”.

In the 1990s, she also served as the chair of the Florida Democratic Party.
