$2B Sent by USAID to Support Hamas Under Biden

Fox News broadcasted live a hearing of the House Committee on DOGE, federal workers and the Biden administration, which heard testimony that more than $2 billion had been sent by USAID since October 7, 2023 to support Hamas.

Greg Roman, the director of Middle East Forum, testified in front of a House Committee hearing on Foreign Aid that “Dozens” of terror groups have received indirect aid from US foreign aid.

Roman said, “I am here because our foreign aid system is a mess. It’s supposed to help people abroad but instead it’s funneling millions of dollars from taxpayers to terrorist and radical organizations.”

Roman warned of “moral confusion” in grant officers, who may “unwittingly” and “in some cases, intentionally” fund extremist causes.

Roman stated that this problem was created under the Obama Administration, and was then exacerbated by the Biden Administration. Former President Joe Biden carried on many of the policies that former President Barack Obama had implemented when he was vice president.

Roman reported that “we have identified more than $122 million in funding for radical groups or directly financing organizations which the US government considers terrorists.”

Roman’s testimony says that some of the money trails look like this:

* Jamal Trust Bank, Lebanon: USAID dollars were used to bolster the coffers of this financial institution that was later designated as financing Hezbollah. This wasn’t a simple oversight. It shows a system that was broken and gave cash to an entity which would later finance terror.

* Bayader and Unlimited Friends Association: Members of Gaza’s charity Bayader are close to Hamas leaders like Abdul Salam Haniyeh. Haniyeh is the son of Ismail Haniyeh and was credited with being one of those who planned the October 7 attack on Israel. UFA officials are calling for the “cleansing” of their lands from the “impurity brought by the Jews.”

* The money trail is masked: Billions in dollars of USAID grants are lumped together

The “miscellaneous awardees” make it difficult for Congress, media or the public, to know who is really receiving the funds. Some of the money ended up with Al Qaeda affiliates based in Syria.

Roman urged Congress to open a criminal probe of federal officials, charity leaders and others who have knowingly provided foreign aid to terrorist-affiliated organizations.

Sam Westrop’s report, Director of Islamist Watch at MEF, which exposed terror financing by the U.S. Agency for International Development, was released shortly before the hearing. MEF’s research and advocacy for USAID reform, and going back to Obama administration, led to this multi-year study. Roman warned that more than $164 million worth of approved grants — including $122 million for radical and terror-linked organizations — was funneled via USAID’s Foreign Aid Program. These include entities that are linked to Hamas Hezbollah and Al-Qaeda affiliates.

Roman stated that it was not only about fraud, abuse, or waste. Roman said that it was a potential criminal act and a threat to national security. The committee should do everything they can to make sure the Department of Justice takes action and refers criminal acts to the appropriate authorities.

He said that “a private individual cannot do this but the government can give money to terrorist organizations [currently through USAID]”.
