Lawmakers propose legislation to revoke District of Columbia’s Home Rule Act

The BOWSER Act was introduced by Sen. Mike Lee (R-Utah) and Rep. Andy Ogles (R-Tenn.), named for Democratic Mayor Muriel BOWSER.
The District of Columbia Home Rule Act has been repealed by legislation introduced in Congress.
The BOWSER Act was named for the Democratic Mayor of the District, Muriel Bowser, by U.S. Senator Mike Lee (R-Utah) and Rep. Andy Ogles (R-Tenn.).
The legislators argue that the legislation is a response to “mayors and city councils’ failure to prevent violent crimes, corruption, or voting by non-citizens.”

Congress passed the District of Columbia Home Rule Act of 1974, and D.C. residents ratified it. The act granted the residents of the district limited autonomy in local affairs. They could elect local leaders such as mayors and councilmembers.
According to the U.S. Constitution, Article 1, Section 8 Clause 17, Congress still has the ultimate authority to manage the capital. The president can also appoint judges to district courts.
Lee cited crime and corruption in his reasons for revoking this act. He argued that it was a disgrace to the nation’s capitol.
The senator said that “the corruption, crime and incompetence” of the D.C. Government has been an embarrassment for our nation’s capitol for many decades. It is past time for Congress to restore the integrity and honor of George Washington in the beautiful city that bears his name.
Bower blames Bower for the crime in his district, citing its reputation for violent crimes.
Ogles said, “The radical progressive regime of D.C. mayor Bowser left our nation’s Capital in a crime-ridden shambles.” Washington is now known as a city of homicides and rapes. It also has a high rate of drug overdoses. There are also many crimes such as theft, violence, homelessness, and rapes. Bowser’s corrupt Washington City Council is incapable of managing the City. It is therefore appropriate that Congress reclaims its Constitutional Authority and restores the nation’s Capital. “The epicenter of the United States Federal Government, as well as the geopolitics of the world cannot continue to remain a cesspool for Democrats’ failed policy.”
The duo’s criticism of the district leadership included “a long history” of corruption and official misconduct, as well as federal charges of bribery against a member of the council, carjackings with armed weapons, beatings in public transport, and assaults and robberies of congressional staffers and members of Congress. They also cited “soft on crime policies”, allowing non citizens to vote at local elections, and regulations that increase the cost of living.
The Metropolitan Police Department has reported that crime is decreasing. According to the department’s statistics, violent crimes dropped by 35% between 2013 and 2014, and property crimes fell by 11%. Overall, crime in the district decreased by 15% between 2023-2024.
The city council of the district is made up of 12 members, including a chairman who represents all districts. Four of them are elected as at-large members, while the rest represent the eight wards in the district.
The BOWSER act will be repealed after one year if the bill is passed.
