White House tells staff to spend as much money as possible ahead of Trump presidency
Jeff Zients, the chief of staff at the White House, told his staffers on Monday that they could spend as much as permitted by federal law during the last 42 days before Biden departs.
In a memo sent to White House staffers by Mr. Zients, he urged them to continue to give money to President Biden for his legislative victories. These included his bipartisan Infrastructure Law, climate health and tax laws dubbed Inflation Reduction Act, COVID-19 stimuli, and his measure to increase domestic semiconductor chip production known as the CHIPS and Sciences Act.
He said that the government had already spent 98% the funds legally available until October but that there was still more money available.
The Washington Times obtained a memo from Mr. Zients that stated: “The President has directed us to maintain this pace and to obligate as many funds as possible before the expiration of his term. Expect more action regarding high-speed Internet funding to states, incentive funding for CHIPS, and more.”

The four bills totaled approximately $5 trillion in new expenditures, including $1.9 trillion allocated to the COVID-19 stimulus bill, $1.2 billion for the Infrastructure Law, $52 Billion to boost semiconductor production, and $1.2 T for the Health, Climate and Tax law.
Mr. Zients asked staffers to disburse the $46 billion remaining in fiscal 2025. This would allow the money authorized by Biden to continue flowing during the first year of the Trump administration. Mr. Trump has pledged to dismantle or at least claw back as many laws as possible.
“At a time most people would expect us slow down, we are accelerating. We’re getting the investing in America Awards out the door, celebrating historical milestones, and fulfilling the promise made by the President to the American People,” he wrote.
Mr. Zients informed his staff that they had several concrete goals for the next six-week period.
He urged his staff to work with the Senate in order to confirm judges, achieve a ceasefire during the Gaza war and continue to provide assistance to Ukraine.
Mr. Zients teased that announcements would be coming soon about everything from conservation and artificial intelligence but did not provide any concrete details.
