DOJ Convicts Illegal Agents of China for Stalking Dissidents in the U.S.

Three defendants were convicted early Tuesday by a federal jury in Brooklyn on multiple counts of stalking, threatening and harassing Chinese nationals living in the United States. The defendants were also found guilty of conspiring for the People’s Republic of China to repatriate Chinese nationals through a Chinese Communist Party program (CCP), called “Operation Fox Hunt.”

Retired NYPD sergeant-turned-private investigator Michael McMahon, 55, of Mahwah, New Jersey, was convicted of acting as an illegal agent for the PRC and a conspiracy to commit interstate stalking according to a DOJ press release. Zhu Yong aka Jason Zhu was convicted on a mixture of stalking, conspiracy and illegal agent charges. Congying Zheng was convicted in Brooklyn of both conspiracy and interstate stalk.

All three were found to have been part of an international and extralegal repatriation scheme known as “Operation Fox Hunt” to harass and stalk former residents of China. Zheng stalked the same individuals, leaving a “threatening note” at their home.

The note read: “If you’re willing to return to the mainland, and spend 10 year in prison, then your wife and kids will be fine,” though Zheng’s lawyer claimed that Zheng had a change of heart and removed the note.

Prosecutors claim it was part of a series pressure tactics, which included flying the man’s then 80-year-old father in to warn him about what would happen if he did not come home.

In her opening statement, Assistant U.S. attorney Irisa chen said that the victim and his family had endured years’ worth of harassment. It’s part a Chinese government public initiative to force foreigners to return to China without their consent.

After the conclusion of the three-week trial, the verdict was announced. McMahon could now face up to 20 years behind bars, Zhu up to 25 years and Zheng up to 10 years. A federal district court judge will determine the specific sentences that each of the three must serve.

CCP criminal operations continue impacting the lives of ordinary Americans whether they are aware or not. A 2021 DOJ Report on the Administration of the Foreign Agents Registration Act shows that Chinese media groups like CGTN CCTV and China Daily have spent over $23 million in the U.S. on newspapers and media distribution programs during the reporting period. According to the same report, Hikvision spent nearly $1.5million on a Chinese surveillance firm that, according to Forbes, was blacklisted by U.S. authorities for national security reasons.

The Council on Foreign Relations has reported that as of October 2022, Chinese political parties and businesses spent $280 million to influence U.S. policy, more than any other country during the six-year period examined.

Two defendants were also charged in April with opening and operating a police station illegally in New York for the Chinese Communist Party. The Chinese spy balloon scandal raised questions about Biden’s administration’s capability to manage the growing threat of CCP against the United States.

The actions of President Xi Jinping’s Communist regime are much more powerful than his words. Sending CCP agents and officials to the United States for extralegal policing and stalking, harassment and coercion, in addition to spying and violating the sovereignty of the U.S. from the air, and working towards establishing a Joint Military Training Base in Cuba, sounds like “mutual” respect to anyone other than the CCP leader’s totalitarian regime?
